China Launches National AI Infrastructure Plan With $50 Billion Investment

China has unveiled a $50 billion national AI infrastructure plan, building 12 new computing centers and launching state-backed initiatives to develop homegrown AI chips that reduce dependence on Western technology.

Global technology network connections around the world

China’s State Council has approved a sweeping $50 billion national AI infrastructure plan designed to accelerate domestic AI capabilities and reduce reliance on Western semiconductor technology. The plan calls for 12 new national AI computing centers, expanded research funding, and aggressive development of homegrown AI chips.

The initiative comes as US export controls continue to restrict Chinese access to advanced NVIDIA and AMD processors, pushing Beijing to invest heavily in alternatives.

Building Domestic Chip Capacity

Central to the plan is a $15 billion allocation for domestic AI chip development. Huawei’s Ascend series and several state-backed semiconductor projects will receive priority funding to develop processors capable of competing with NVIDIA’s Blackwell architecture.

Industry analysts estimate that Chinese-made AI chips currently trail their Western counterparts by approximately two generations, but the gap is narrowing faster than many expected.

Computing Center Buildout

The 12 planned computing centers will be distributed across major technology hubs including Beijing, Shanghai, Shenzhen, and Hangzhou. Combined, they will provide over 1,000 exaflops of AI computing capacity by 2028.

Global Competition Implications

The announcement intensifies the US-China AI competition. American policymakers have responded by calling for increased domestic AI investment, with several bills proposing expanded funding for the National AI Research Resource.

Industry observers note that the AI race is increasingly bifurcating the global technology ecosystem, with distinct US-aligned and China-aligned AI supply chains emerging.
